First I must say that I have never seen page howstuffworks.com before and I think it is very good page for me to get informations about things about which I had no idea before.
But if You have some basic knowledge about "stuff" it is nothing special ;)
Going back to topic.
I think that it is not so rarely on our world when government are using Internet for their own purposes.
Like ARPANET network wouldn't existed without government money. We know that that Internet grow up from that network despite that idea was in defending USA country with having no week strategic point like "centralization of network" and was an answer to Russian Sputnik.
China situation is in some planes similar. Ruling Party is using Internet as a "weapon". It is obvious that in any country anyone is anonymous, but Chinese people must be very carefully when they are saying their thoughts commenting something for ex. on blogs. Problem is not only about blocking access to some pages, but about censorship. There are some informations on internet about civil courts sending to jail Chinese people that were writing some blogs containing ideas with ruling party disagreed.
I would give a lot to gain an information if putting into life this internet prohibition was a difficult decision for a Chinese party, or not :)
Probably they wrote down some benefits and disadvantages, and it occurred that having stupid nation (I can say that because they don't clearly know what is going in the world) is more important than worlds opinion about China.
I can quote here one member of actual ruling party in Poland:
"Stupid people will buy it".
